American Citizen Services is a unit of the Consulate General. The ACS Unit and the Consular Agency Mazatlan employees assist Americans in Sinaloa and most of Sonora in a number of ways.

Illness

If you become sick or hurt, you can contact a consular officer for a list of local doctors, dentists, and medical specialists. If you are injured or become seriously ill, a consul will help you find medical assistance and, at your request, inform your family or friends.

Embalming

All the funeral homes offer embalming services and the embalming will be done within 24 hours after the death.  Within the consular district not all the funeral homes have refrigeration; the funeral homes will embalm the remains to avoid decomposition while Next of Kin is located.

Cremation

Local laws permit cremation if requested and paid for by next of kin.

Exhumation

The exhumation of remains has to be done per the law in the state in which the remains are located.  The costs may vary depending on the funeral home and the municipal government where the cemetery is located.

Special Circumstances

If the death is subject to an investigation, the remains will be kept at the SEMEFO (Servicios Medicos Forenses) until the District Attorney releases the remains.

Ashes

Ashes cannot be mailed from Mexico to United States through couriers such as DHL, Federal Express or UPS.  A passenger may carry ashes onboard a flight or ship the ashes through Aeromexico Cargo, 01-800 368-4226.

Remains

When remains are to be shipped to the U.S., the funeral home will need a Consular Report of Death Abroad, Consular Mortuary Certificate and Embalmers Affidavit from the consulate prior to transporting the remains.

In order to obtain a Consular Mortuary Certificate and the Embalmer’s Affidavit, the funeral home must present the following original documents:

  1. Mexican Death Certificate,
  2. Copy of the Forensic Report,
  3. Permits from the State Health Department (embalming and shipment of remains),
  4. Certification of the Embalmer by the State Health Department
  5. Embalmers Report
  6. Official Identification Card from the funeral home employee that witnesses the embalming and package of the remains.

There is no charge for the Consular Report of Death Abroad or the Consular Mortuary Certificate if the deceased is a U.S. citizen.  In cases in which the deceased is not a U.S. citizen, the cost to obtain a Consular Mortuary Certificate is $60 U.S. dollars.

  1. Local authorities responsible for licensing funeral directors and morticians:
    • Sonora: Secretaría de Salud Pública del Estado.
    • Sinaloa: Servicios de Salud de Sinaloa.
  2. In both states, the cause of death is determined by physicians who work at public hospitals and are on call 24/7. Issuance of death certificates is prepared by the Mexican Civil Registry (Registro Civil).

Capacity of refrigerated morgues:

In both states, some of the funeral homes have refrigerated drawers were bodies can be stored.  In other cities where no refrigerated drawers are available, the funeral home will embalmed the remains to avoid decomposition of the remains while family members arrange funeral services.

*Note:  Shipment of Remains from Sinaloa

  • The airports in Sinaloa do not have the proper equipment to process the shipment of remains. Funeral homes make arrangements to ship the remains to the U.S. through Mexico City, Guadalajara or Puerto Vallarta.

Shipping costs depend on the destination.  For example, shipment of casket to Washington State costs approximately $60,000.00 pesos and shipment of cremated remains to Texas costs approximately $40,000.00 pesos.
